Arroyo's 9th and Last SoNA

We hope that this would indeed be the last SoNA. According to reports, the president will not talk about political issues – Charter change or even her own political plans after her term. Rather, she will focus on the economy, education, the status of the infrastructure projects, and a report card on her accomplishments.

Former Senator Franklin Drilon who was executive secretary during the Cory administration, urges her to come up with a transition program such as what President Cory had done 12 months before ending her term. The transition program involved three tracks – effective management of the macro-political and economic situation in the first half of 1992; provision of technical and administrative assistance to ensure an orderly beginning for the next administration; and documentation of the accomplishments of the Aquino administration. This is to ensure a smooth, peaceful and orderly transition of power to her successor.

We can expect that public perception of GMA’s performance will follow the trend obtained in surveys by SWS and Pulse Asia. However, views from sectoral experts vary with allies in the administration giving her a more favorable score. Former Budget Secretary Benjamin Diokno gives the President a failing grade in almost all categories – management of budget, population, education, foreign debt and other economic issues while Governor Joey Salceda is more upbeat, giving her a more positive grade. Former NEDA Secretary Cayetano Paderanga Jr. describes the GMA macro-economic record as “mixed” – a “few hits here, a few misses there.” The Makati Business Club gives her a negative grade but the Philippine Chamber of Commerce and Industry gives her report card a more than passing grade.

I tried to answer the Inquirer’s survey on the 5 categories – fighting graft and corruption, reducing poverty, keeping peace and order, enforcing the law equally and delivery of social services, and my response was “Has done little in all categories.” At least, I did not say “none at all” as I recognize some positive initiatives (resources allocated, legal and fiscal structures). But they are not enough.

Either, the resources were inefficiently managed, or that there was insufficient political will to implement the programs. National and international surveys continue to show that graft and corruption had worsened. People do not feel that they are better off today than they were before. The next president will be faced with the challenge of resolving the conflict in Mindanao. Many still perceive that those who have more in life have greater access to justice and the benefits of development. There are laudable initiatives in the delivery of social services – and tangible benefits too, but still, a large percentage among the poor feel they have little access to services and opportunities.

We agree that the country is now on a higher growth track – in fact, higher than it has been during the past three administrations. But this is attributed to remittances of overseas Filipinos rather than strategic and pivotal government policies, according to Paderanga who further notes that growth is primarily consumption and service-oriented, rather than investment and export-oriented. Unless a shift occurs, we cannot expect a sustainable growth. In the next 10 months, and in the subsequent administration, we agree with economists that the most critical challenge is that of being able to ensure adequate education and training to a large percentage of our unemployed and underemployed. This would enable them to take advantage of opportunities provided by new technologies and markets – business process outsourcing, and other industries.

Yes, you heard right, Michael Jackson's ghost may be haunting Neverland Ranch.

Last week CNN cameras went inside Neverland for an interview that was going to appear on Larry King Live.

During the interview the camera pans down a long hallway where a shadow figure appears to move across the frame. It's freaky!

LOS ANGELES, California (CNN) -- A previously unreleased video of Michael Jackson's hair catching fire while filming a Pepsi commercial in 1984 was posted online by Us magazine Wednesday.

The onstage mishap 25 years ago, in which Jackson's scalp was burned, has been blamed for leading the entertainer to prescription pain medications.

A publicist for Us magazine said the publication would not comment on how the video was obtained.

The dramatic footage shows pyrotechnics exploding near Jackson and yellow flames immediately erupting on his black hair. The pop star continues to dance down stairs for about 10 seconds before stage hands rush to him to douse the fire that has covered his scalp.

A bald spot is clearly seen at the top of Jackson's head as he stands up. Still wearing his trademark sequined glove, Jackson grabs his head with his hands as he is led offstage. Video Watch the accident unfold »

Miko Brando, son of actor Marlon Brando and Jackson's close friend, was the first person seen reaching Jackson.

The video -- posted at usmagazine.com -- also shows early takes of the commercial in which the fireworks were triggered several seconds after Jackson began dancing down the stairs, putting him well away from the blasts.

The commercial was filmed in Los Angeles' Shrine Auditorium before a live audience on January 27, 1984.

It was part of Jackson's groundbreaking Pepsi sponsorship, near the height of his popularity.

Jackson, in a video statement released in 1993 to address child molestation allegations, talked about how the accident led to a painkiller addiction:

"As you may already know, after my tour ended I remained outside the country undergoing treatment for a dependency on pain medication. This medication was initially prescribed for the excruciating pain that I was suffering after recent reconstructive surgery on my scalp."

The story in Us magazine's weekly print edition is titled "The Day His Addiction Started."

Jackson appeared at the Grammy Awards just six weeks later, wearing a hairpiece, to collect eight Grammys.

His Pepsi commercial also aired for the first time during that Grammy broadcast.

President Arroyo inspects projects, honors top locators

PORAC -- Despite bad weather, President Gloria Macapagal-Arroyo inspected the status of various infrastructure projects in this town on Monday.

Among the projects she inspected are the Pias-Balubad Road Improvement Project (PBRIP), the Kalayaan Barangay School Building Project (KBSBP) for the Sepung Bulaun Elementary School, and the groundbreaking ceremonies for the Palat Potable Water System Expansion Project (PPWSEP).


The P6.33-million asphalting program of the PBRIP, which was funded through the President’s Social Fund, will provide fast, convenient and better mobility of goods and services to and from the various barangays in Porac, including Pias, Salu, Balubad, Sepung Bulaon, and Pulung Santol.

The KBSBP, meanwhile, is a school building construction project that hopes to address the lack of classrooms for students.

Through the efforts of the Philippine Air Force 355th Aviation Engineering Wing, a school has been constructed in the Sepung Bulaun Elementary School Grounds.

Like the KBSBP, the PPWSEP is a vital infra project undertaken in cooperation with the PAF 355th Aviation Engineering Wing.

President Arroyo also led the groundbreaking of the P500,000 PPWSEP, which will supply fresh potable water to 635 households or 2,858 residents of Palat, Porac, Pampanga.

Aside from the above mentioned infrastructure projects, the President also visited Mekeni Food Corporation’s Meat Processing Plant in Barangay Balubad, observed an on-going Oyster (Organized Youth Stewards of Esteros and Rivers) waterway clean-up and desilting activity in Barangay Cangatba, and awarded scholarship certificates to OTOS (one town, one scholar) beneficiaries from the 20 Towns of Pampanga at the Palat Elementary School.

At the Clark Freeport Zone (CFZ), President Arroyo was the guest of honor at the rites honoring the outstanding and top performing locators and investors.

The Clark Freeport Recognition 2009, held at the Stotsenberg Hotel here, recognized the valuable economic, social, development contributions, as well as the notable business and people management practices and successes of Clark Freeport locators.

The awardees include: Smart Shirts for Outstanding Employment Performance and Human Resources; Poongsan Microtech (Philippines) Incorporated for Outstanding Investment Performance; and Clark Water Corporation for Outstanding Environmental, Health and Safety Management.

To receive awards for Outstanding Recognition for Overall Performance are: L&T International Group Philippines, Nanox Philippines, Incorporated, and Yokohama Tire Philippines, Incorporated.

Texas Instruments, meanwhile, was honored with an Outstanding New Investor award.

“The awards program aims to recognize distinct enterprises inside the Clark Freeport which have objectively displayed management and leadership excellence in relevant areas or categories consistent and supportive of CDC’s vision and mission for Clark,” CDC President Benigno Ricafort said.

The program, he added, intends to encourage Clark investors to pursue excellence while serving as models of best practices for developing enterprises.

Ricafort said the Outstanding Employment Performance and Human Resource Management award is in recognition of exceptional achievement in the generation of quality employment and human resources/industrial relations.

For the Outstanding Investment Performance, Ricafort said the CDC aims to recognize top Clark investors for 2008, while the Excellence in Environmental, Health and Safety Management award is given to firms in recognition of their consistent achievement in environmental compliance and exceptional initiatives in health and safety management.

The Outstanding Recognition for Overall Performance award is given to the Clark firm that is recognized as the largest contributor to CDC revenues. (OPS)
